In many countries there are institutional structures laid down to deal with issues such as these. You can try and see whether there is an official body to which you can turn with doubts, criticism or, as in this case, outright allegations of fraud, at Italy's National Research Council, or, in case this applies, at the university the researcher at issue is affiliated to.
Of course, you will have to take into account the possibility that then the burden of proof will be on you (or on some committee that will be given the task to perform an investigation into the matter), and that you will have to be able to show that the researcher at issue "re-invented" data (although I'm not entirely sure I understand what you mean by that). Commonly, and happily, I must say, the principle holds that researchers are considered to be innocent until proven otherwise.
