The objective of the ‘Public Engagement Innovations for Horizon 2020’ (PE2020) project is to identify, analyse and refine innovative public engagement (PE) tools and instruments for dynamic and responsible governance of R&I. This report elaborates a conceptual framework of PE, where innovativeness, participatory performance and dynamic governance remain the key concerns.
The report is based on descriptions of 38 innovative PE cases, selected from a global sample of 256 cases identified in the data basis of the MASIS and Engage2020 projects, a systematic literature review, and PE2020's own qualitative survey.
Data analysis, both qualitative and quantitative, led to a number of findings described through the report. These findings constitute the base upon the PE framework (Chapter 3) is built.
